The Service Line Is Not the Service

A service entry in an IEP is only useful if the team understands what actually happens, why it happens, and how it supports the student’s school day.

The service line matters, but it is not the service itself. A plan can list physical therapy, consultation, frequency, or location and still leave caregivers and staff unclear about what support will look like in practice.

This principle keeps the focus on implementation clarity. The team should be able to explain the need, the service model, the responsible people, and how the support is expected to affect access, participation, safety, independence, or function.
