Goals Should Describe Change, Not Just Activity

A strong IEP goal should describe meaningful change for the student. It should not merely describe an activity the student will be exposed to, prompted through, or observed doing.

This matters because goals guide service delivery, progress monitoring, caregiver understanding, and team accountability. If a goal is vague, activity-based, or disconnected from a real need, it becomes hard to know whether the student is actually making progress.

The goal should help the team see what is expected to improve and how they will know.
